David E. Hoffman
David E. Hoffman is a writer, born 1953.
David E. Hoffman was born in Palo Alto in 1953 and spent nearly all of his working life at the Washington Post, from 1982 to 2009 and again from 2012 to 2025, including six years as Moscow bureau chief from 1995 to 2001. That posting is the hinge of the career. He was in Russia for the collapse of one system and the improvisation of the next, and much of what he has written since reads as an attempt to explain what he saw there to people who were not.
He has two Pulitzer Prizes, which is not common. The first came in 2010 for The Dead Hand, a book about the legacy of the nuclear arms race and the machinery both sides left running. The second came in 2024 for Annals of Autocracy, a series of articles on the specific techniques authoritarian governments use to suppress dissent.
His method is archival plus human. He gets the documents, then finds the people who were in the room, and builds narrative history out of the gap between what was recorded and what was actually happening. The books read like thrillers and are footnoted like history, which is a harder combination to manage than the finished product suggests.
He also appears on screen as a correspondent for Frontline.

Where to start with David E. Hoffman
The billion dollar spy is the better book to start with, even though it came second. It is a single Cold War case told at close range, an engineer walking his own country's secrets out of Moscow and the CIA station trying to keep him safe, and it moves like a novel because Hoffman has the paperwork to fill in every step.
The dead hand is the bigger and more important book, the one that took the Pulitzer, covering the end of the arms race and the automated retaliation system the Soviets built and left switched on. It is longer and denser, and it is worth the effort once the first book has taught you his rhythm.
