James Harper
Some actors get a category and stay in it. James Harper's category is authority: across the credits collected here he is an admiral twice over, a lieutenant, a cop, a senior FBI official and a doctor. Directors cast him when a scene needs someone to walk in, state the situation with total conviction and walk out again, which is a harder job than it sounds and the reason the same face keeps appearing in big-budget action and disaster pictures.
The film work is mostly that. Admiral Kelso in Armageddon, a supportive admiral in the submarine comedy Down Periscope, a police lieutenant in Switch, a cop in Last Exit to Brooklyn. Occasionally he gets a name and a position to defend, as with Willie Rainach in Blaze. Television took him further, with guest turns on Frasier, Matlock, NYPD Blue, Star Trek: Deep Space Nine and JAG, none of which are among the credits listed here.
The most durable part of his career is the part you cannot see. He has worked extensively as a game voice actor, and his Arcturus Mengsk in StarCraft, reprised across the StarCraft II campaigns, is probably the performance most likely to be recognized by a stranger, alongside work in Resistance: Fall of Man and Diablo II. A man whose face reads as institutional trust spent years being the smoothest voice in somebody else's war.

Where to start with James Harper
Go to Armageddon for the clearest demonstration of what he is for. Admiral Kelso exists to make an absurd plan sound like policy, and the film needs someone who can say it without a flicker of doubt. From there, Down Periscope runs the same authority for laughs, which is the better test of whether an actor can wear a uniform.
For the harder material, Last Exit to Brooklyn and Blaze both landed in 1989 and pull in opposite directions, one grim and anonymous, the other giving him a name and room to move. Switch and Lansky fill in the procedural middle of the career, and King Lear is the outlier worth knowing about, a servant's part in Shakespeare a full fifteen years earlier.
If you know him at all, it may well be through games rather than screen. Those are not among the credits listed here.
