Kate Higgins
Kate Higgins is an actor, born 1969.
Most of Kate Higgins's working life has happened where nobody can see her face. She is a voice actress, a singer and a jazz pianist, and the parts she is known for belong to characters other people drew: Sakura Haruno in Naruto, Miles "Tails" Prower across the Sonic the Hedgehog games, Sailor Mercury in Sailor Moon, Pauline in Super Mario, Frankie Stein in Monster High, Barbie in Barbie: Life in the Dreamhouse, and Purah in The Legend of Zelda: Tears of the Kingdom and Hyrule Warriors: Age of Calamity.
The skill on display is stamina inside a narrow register. Frankie Stein alone accounts for more than a dozen Monster High titles between 2010 and 2016, and Higgins gives her a bright, faintly buzzing voice and then holds it steady across six years of specials without letting it slide into baby talk. That consistency is the actual product. A studio hires her because the character will sound identical in the next one, and in the one after that.
Around the franchise work sits a wide spread of one-offs: Mayor Janet Nettles in Scooby-Doo! Mystery Incorporated, Narlene in SpongeBob SquarePants, Briar Beauty in Ever After High, Aurora in Ralph Breaks the Internet, Elizabeth in Norm of the North, Goldilocks in Happily N'Ever After 2. On camera she has done very little, and it shows in how small the parts are: Gloria in the 2007 drama Chapter 27 and a liaison in the hotel thriller Hotel Artemis. The voice is the career, and she has built a durable one out of it.

Where to start with Kate Higgins
Start with Monster High and one of the features, Monster High: 13 Wishes being the most watchable, because Frankie Stein is the role she has lived in longest and the writing gives her more to do than the format needed.
For the range, Scooby-Doo! Mystery Incorporated is the better argument. That series is far stranger and more serialised than any Scooby-Doo has a right to be, and her Mayor Nettles is played straight in the middle of it. Star vs. the Forces of Evil and Ever After High show her doing supporting colour in shows built around other people, which is most of the job.
Ralph Breaks the Internet is a curiosity: she voices Aurora in the princess scene everyone remembers, and it is a fair sample of how interchangeable that kind of hire can be. If you want to see her face rather than hear her, Chapter 27 is the only real option, a grim and very slow 2007 drama in which her part is small.
