He is Flavius, one of the Capitol prep team fussing over Katniss Everdeen, in The Hunger Games and The Hunger Games: Catching Fire, which is the work most people will have seen him in. Around that sit Jorge in Paul, Mr. Clancy in Godmothered, Eduardo in Tales of the City, and Virgilio Gonzalez in the Watergate series White House Plumbers.
A 2002 episode of Birds of Prey sits at the front of the run and the 2025 film Park Avenue at the back. Anything beyond that would be invention.

Where to start with Nelson Ascencio
The Hunger Games is the only real entry point, and Flavius makes a useful case study in how that film sells the Capitol: the prep team are ridiculous, cheerful and entirely unbothered by what they are preparing people for, and Ascencio plays the cheerfulness completely straight, which is what makes it land.
The Hunger Games: Catching Fire brings him back briefly. After that the catalog thins out fast. Paul and Godmothered are one-scene comic turns, White House Plumbers is the meatiest recent thing here and the only place you get to watch him play a real person, and Tales of the City rounds it out.
